§ 10-2. Findings.

  • Pursuant to G.S. 160A-441, it is hereby found and declared that there exist in the city dwellings which are unfit for human habitation due to dilapidation, defects increasing the hazards of fire, accidents and other calamities, and lack of ventilation, light and sanitary facilities, and due to other conditions rendering such dwellings unsafe or insanitary, and dangerous and detrimental to the health, safety and morals and otherwise inimical to the welfare of the residents of the city.

    There also exist abandoned dwellings which the city council finds to be a health or safety hazard as a result of the attraction of insects or rodents, conditions creating a fire hazard, dangerous conditions constituting a threat to children or frequent use by vagrants as living quarters in the absence of sanitary facilities. Buildings unfit for human habitation are hereby declared to be a public nuisance and shall be repaired or rehabilitated to the standards of this article or demolished in accordance with the procedures set forth herein.
