§ 22-3. Attracting crowd on street or sidewalk.

  • It shall be unlawful for any person to attract a crowd to himself on any street, sidewalk or thor-oughfare so as to impede travel thereon; provided that nothing contained in this section shall be construed to prohibit the preaching of the Salvation Army or other similar preaching of the gospel or speechmaking or serenading on occasions of public rejoicing or in political campaigns, under the control of the police.
