§ 22-41. Permit required.

Except as otherwise provided in this Code and any other ordinances of the city, it shall be unlawful for any person to obstruct or block any street or sidewalk, or to make any opening in any street or sidewalk, except upon permit issued by the city traffic engineer or his authorized representative.
