§ 23-22. Required.

It shall be unlawful for any person to operate a taxicab or permit a taxicab owned or controlled by him to be operated as a vehicle for hire upon city streets without having first obtained a certificate of public convenience and necessity authorized by the city council in accordance with the provisions of this article.
