§ 23-51. Required.

No person shall drive a taxicab for hire within the city unless the driver of such taxicab shall have first obtained and shall have then in force a taxicab driver's permit issued under the provisions of this chapter. In regard to this article, applicant refers to any person applying for a taxicab driver's permit or for the renewal of such permit.
