  • Rule 1. Applicability of Rules.

    These rules apply to all meetings of the Salisbury City Council. For purposes of these rules, a meeting of the council occurs whenever a majority of the council's members gather, whether in person or simultaneously by electronic means, to conduct hearings, deliberate, vote, or otherwise transact public business within the council's real or apparent jurisdiction. The term "majority" as used here and elsewhere in these rules means, unless otherwise specified, a simple majority, that is, more than half.

    The following governing principles shall be followed by the council and shall also serve as guidance for the application of these rules:

    (1)

    The council must take only those actions that lie within its authority.

    (2)

    The council must meet in order to act.

    (3)

    Members of the council are equal participants.

    (4)

    Members must receive proper notice of council meetings.

    (5)

    A quorum is necessary for the council to act.

    (6)

    There must be an opportunity for debate.

    (7)

    Questions must be decided by voting.

    (8)

    A majority vote is required to take action.

    (9)

    Meetings of the council must be characterized by fairness and good faith.
