§ 7.10. Drainage of premises.

The city council shall have the power to require that all property owners provide adequate drainage facilities to the end that their premises be free from standing water and permit the natural flow of water thereon to be taken care of, and to provide that in case of failure on the part of such owner or owners to so provide the same, to go upon their premises and construct the necessary facilities and to charge the costs thereof against the premises so improved. After construction of the necessary facilities on the part of the city, the city shall have no further obligation for maintenance of said facilities.
