In addition to those powers delineated in G.S. 160A-192 and in Part 1 of Article 16 of Chapter 160A of the General Statutes, the city council is further authorized,
in its discretion, to lease or to sell, at private sale, any lands now or hereafter
owned or acquired by the city, to any person, firm or corporation contracting with
the city for disposal of municipally-collected refuse, for use as a plant site or
sites, upon such terms and considerations as the city council may prescribe.
