No permit for the moving, demolition or razing of any building or structure shall
be issued unless the applicant therefor shall first file with the revenue collector
a bond in the principal sum of not exceeding two thousand dollars ($2,000.00), the
exact amount of which shall be determined by the city manager or his designee in each
instance, guaranteeing that such building or structure will be moved, demolished or
razed level with the ground and that all building materials, debris or other residue
remaining from moving, demolition or razing of such building or structure will be
removed from the premises upon which such building or structure was located within
twenty (20) days following razing. If, after twenty (20) days following such moving,
demolition or razing, the building materials, debris or other residue have not been
removed from such premises, the minimum housing inspector shall cause the materials
to be removed from such premises and the cost of such removal shall be satisfied out
of such bond required to be filed; provided, however, that the provisions of this
section shall not apply to building materials from a structure which are to be used
in the construction of a new building or structure on the premises upon which the
original building or structure was located, if the construction of such new building
or structure shall be commenced within thirty (30) days following the moving, demolition
or razing of the original building or structure.
